In a decisive validation of superior governance and economic resilience, Lagos State has crushed the competition to emerge as Nigeria’s sole five-star rated state in the prestigious 2025 Phillips Consulting State Performance Index (pSPI). This annual, no-excuses assessment of governance and development outcomes across all 36 states and the Federal Capital Territory has officially solidified Lagos as the undisputed benchmark for subnational excellence.
While the remaining 35 states and the Federal Capital Territory scrambled for lower-tier ratings, Lagos stood entirely alone in the elite “exceptional” category. According to the just-released report, no other state matched Lagos’ lethal combination of fiscal management, explosive economic growth, world-class infrastructure investment, healthcare, education, environmental sustainability, and digital access. Ogun, Kaduna, Adamawa, and Niger states secured four-star ratings for “strong” performances, but analysts agree: they are playing catch-up to a titan.
The 2025 pSPI, which weighs 70% objective development indicators against 30% citizen perception scores drawn from nearly 10,000 respondents, highlights a brutal truth about Nigeria’s economic landscape: Lagos is in a league of its own. The state’s dominance is not accidental. Phillips Consulting noted that Lagos distinguished itself through exceptional internally generated revenue (IGR) – a critical metric where most states fail catastrophically. Unlike the majority of Nigerian states that remain perpetually hooked on federal allocations, Lagos has built a fiscal powerhouse, generating and deploying local resources at a scale that dwarfs its peers. This factor, the report noted, significantly influenced its overall ranking.
The results show a widening gap. Lagos didn’t just win; it created distance. Its infrastructure expansion, port efficiency, private-sector growth, efficient public service delivery, and tech-driven governance reforms have created a flywheel effect that other states cannot penetrate. The report attributes Lagos’ relentless success to its strategic role as Nigeria’s commercial and financial heart. Its extensive transportation networks, thriving business environment, concentration of private enterprises, and port infrastructure have turned the state into a self-sustaining economic fortress. Furthermore, the state received high marks for innovation and digital transformation. Technology-driven governance reforms have obliterated bureaucratic bottlenecks, enhancing transparency, operational efficiency, and citizen engagement in ways that remain a fantasy in other regions.
Phillips Consulting emphasized that the index is more than a trophy case – it is a scalpel. The report serves as a governance tool designed to force policymakers to identify performance gaps, benchmark progress, and implement evidence-based reforms. For Lagos, the five-star rating is a mandate. For the other 35 states, it is a wake-up call. While Ogun State maintains its status as an industrial corridor, and Kaduna, Adamawa, and Niger show notable improvements that earned them places in the four-star category, the message from the 2025 pSPI is clear: lagging on fiscal sustainability, governance effectiveness, and infrastructure renewal is no longer an option.
The result is particularly significant when compared with previous editions of the index. While Lagos has consistently ranked among Nigeria’s top-performing states, the 2025 assessment revealed a wider gap between the state and its closest competitors, with no other state attaining the coveted five-star status. Second-placed Ogun State maintained its standing as one of Nigeria’s leading industrial centres, while Kaduna, Adamawa, and Niger states recorded notable improvements that point to increasing competitiveness among Nigeria’s top-performing states – even as Lagos continues to set the benchmark.
With this latest ranking, Lagos State has not only consolidated its reputation as Nigeria’s economic powerhouse but has raised the standard for governance, economic development, public-sector performance, and quality of life for its citizens. As the only subnational government to achieve a five-star rating in the 2025 State Performance Index, Lagos has sent an unmistakable signal to investors and citizens alike: excellence is the only standard. The race for second place remains open, but the throne belongs to Lagos.
